Dutchess County Emergency Express Loan Program

About the Program

We are proud to partner with Think Dutchess Alliance for Business, an economic development corporation based in Dutchess County, in the administration of The Dutchess County Emergency Express Loan.

The purpose of the Dutchess County Emergency Express Loan is to promptly provide working capital, up to $10,000, to qualified Dutchess County businesses affected by the COVID-19 crisis. Applicants must have been unable to secure assistance from other relief programs (EIDL, PPP, Local Emergency Loan, and similar programs).

Loan Terms

  • Up to $10,000
  • An Interest Rate of 0%
  • Term of 36 months

To Apply

  • Complete the application online
  • Pay the $25 application fee
  • Ensure anyone with a 20% stake in the business completes the appropriate section of the application
  • Follow instructions carefully about submitting the requested supporting documentation

Businesses That Are Excluded

  • Businesses that have been operational for less than one year as of March 7, 2020
  • Real estate holding companies or businesses that generate revenue from passive real estate
  • Adult entertainment establishments
  • Gas Stations
  • Chain Restaurants
  • Businesses that have secured other emergency relief resources, including but not limited to PPP or EIDL Loan
  • Businesses that have previously defaulted on Federal debt, including loans from the Small Business Administration or any obligations owing to the Lender or the Duchess County Industrial Development Agency

To Qualify

  • Business must be located in Dutchess County
  • Have ten or fewer full-time equivalent employees
  • All business owners must have a credit score of at least 650
  • No more than $1000 in unresolved judgments, liens, collections or charge offs
  • No past due on any debt or obligation (such as rent / utilities / child support)
  • No negative or derogatory information, financial or otherwise, has been reported on the credit report for the borrower or the owners or the majority shareholders of the borrower for the last six (6) months
  • No personal bankruptcy in the last 12 months
  • Anyone who has 20% or more of a stake in the business needs to be part of the application process and personally guarantee the loan
  • Business applying for the loan can demonstrate positive net income according to the most recent Federal Tax Return

The Process & When You Can Expect to Hear From Us

  • Loan requirements are subject to change and allocated funds may be depleted so it is in the interest of the business to submit documents promptly once they have been requested.
  • If your credit score does not qualify or if there is negative information, we will let you know that your application has been declined.
  • If we confirm you meet the 650-credit score and the other minimum requirements , we will request supporting documentation to confirm that your business meets all of the program requirements. These documents include:
    • Full set of most Recent Personal and Business Tax Returns for all owners that have a 20% ownership stake (PDF)
    • Business Organizational documents, including DBA documentation if applicable  (PDF)
    • EIN Verification Letter (PDF or Image)
    • A Copy of Driver’s License or any Government Issued ID for all owners that have a 20% ownership stake (PDF or Image)
  • After we review these documents, if we find that your business does not qualify for the loan, we will email you a decline letter.
  • If we find that you meet all the program requirements and qualify for the loan, we will let Think Dutchess Small Business Alliance know that you qualify. They will send you a commitment letter and request a voided check and bank signature card. Once they receive those, they will send you the closing documents for your review and schedule the closing.
